The stickers and polka dot leggings are all mods on the body texture in Photoshop and rendered.

Now look what you've done... I had to go look up that word.

The background is intentional devoid of color and dark to help make the character stand out. This guy seems to have been walking with a friend and they just decided to snap a goofy photo here.
